(iv) The associated North American Industrial Classification System (NAICS) code for this procurement is 238210 - Electrical Contractors. The small business size standard is $15 million. This acquisition is restricted to small business. Simplified acquisition procedures will be utilized in accordance with FAR 13.5-Simplified Procedures for Certain Commercial Items.

(vi) NIST Boulder has a requirement to establish a single contract for the replacement of circuit breakers in Building 1 of the NIST Boulder Campus. See the attached Statement of Work and drawings for additional information.
(vii) Work will be on the NIST Boulder, Colorado campus. The period of performance for the base requirement is 360 days. The SOW provides additional information.
(viii) The provision at 52.212-1, Instructions to Offerors-Commercial, and the attached addendum, applies to this acquisition.
(ix) The provision at 52.212-2, Evaluation-Commercial Items, as modified, applies to this acquisition.
(x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Offerors shall have an active registration at www.SAM.Gov to be considered for award.
Offerors must have NAICS code 238210 listed, and be a small business, under 52.219-1(c) of the Representations and Certifications.
(xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
(xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition as noted in the attached.
(xiii) Additional contract requirement(s) or terms and conditions necessary for this acquisition are included in the attached (Attachment II).
(xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition.
(xv) Offers are due Tuesday, July 3, 2018, at 12:00pm Mountain Time (MT). Offers shall be emailed to [email protected].
(xvi) Offerors must submit all questions concerning this solicitation in writing electronically to [email protected]. Questions must be received no later than June 26, 2018 at 12:00pm MT. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.
NIST is hosting a site visit during which potential offerors may obtain a better understanding of the work required. Offerors are urged to visit the site during the time specified to fully inform themselves about the location and conditions under which the work is to be performed.
NIST Boulder is a secure facility. Please send a list of names to attend the conference to [email protected] no later than 12:00pm June 20, 2018, to ensure the names are added to the access list at the front gate. If this information is not sent a head of time, the personnel will be denied entry onto the campus. US Citizens ONLY.
Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses given at the site visit, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment. It is the responsibility of each offeror, prior to submitting an offer, to seek clarification of any ambiguity created by amendment of the solicitation.
