This requirement is full and open to all business, regardless of size. If classified as Other than Small Business, Offerors are required to conform with FAR 52.219-9 regarding the requirement for a subcontracting plan on the part of the work to be subcontracted. The United States Section, International Boundary and Water Commission (USIBWC), intends to award an Architect-Engineer (A-E) Services, Firm Fixed Price (FFP), Multiple Award, Indefinite-Delivery, Indefinite Quantity (IDIQ) Contract(s) resulting from this solicitation. The contemplated award will include one (1) base year and four (4) one-year options. The expected annual minimum and maximum task order amounts are $500000.00 and $3000000.00, respectively. The expected contract amount is $3000000.00 per contract year, with an expected ceiling of $15000000.00 (base and all option years) per contract. The Contractor is guaranteed a minimum of $2500.00 per year at the end of each Contract period of performance if: (1) the Contractor does not receive a Task Order for that Contract period of performance and (2) the Contractor has responded to and proposed on every Request for Task Order Proposal that is within the minimum and maximum order limitations.
SCOPE OF WORK: The Contractor shall furnish all labor, material, supplies, equipment, superintendence, and transportation necessary to complete Task Orders for Architect-Engineer services. The Contractor shall be required to perform all or part of the services as identified in this solicitation and to be more specifically identified in individual Task Orders.
SPECIAL REQUIREMENTS: Contractors must be able to coordinate with the Republic of Mexico and perform work within the States of Tamaulipas, Nuevo Leon, Coahuila, Chihuahua, Sonora, and Baja California for international projects. The A-E Contractor must possess sufficient qualifications as detailed in the Solicitation to provide the range of A-E services necessary under the Contract.

SUBMIT Proposals: Offerors shall review all information contained in this solicitation and the attachments prior to submitting a response. All A-E Contractors that meet the requirements described in this solicitation are invited to submit Standard Form (SF) 330, Architect-Engineer Qualifications (8/2016) and the additional information as requested in the attached, Evaluation Factors to the office identified in this Solicitation. SF 330"s must also be submitted for all proposed subcontractors. The SF 330 must clearly indicate the office where the work will be performed and the qualification of the individuals and subcontractors proposed to work on the contract and their geographical location. The SF 330 shall also address the firm"s technical capability to perform all services. Offerors shall submit one (1) original and four (4) copies for total of (5) binders plus a digital copy on CD.
