NASA Glenn Research Center (GRC) has released the FINAL Request for Proposal (RFP) for Construction, Maintenance, Environmental, & Testing Services (COMETS) to support the Facilities Division (FD) and the Environmental Management Office (EMO) at NASA Glenn Research Center (GRC). This procurement is a follow-on effort to current contract, NNC13BA02B. This new procurement shall be referred to as "Construction, Maintenance, Environmental, & Testing Services (COMETS)".
It is the intent of the Government to meet these requirements by issuing a Cost Plus Fixed Fee (CPFF) contract with an Indefinite Delivery - Indefinite Quantity (IDIQ) component resulting from this solicitation. It is expected that this contract will have an eighteen (18) month base period, one twenty-four (24) month option period, and one eighteen (18) month option period. The NAICS code and small business size standard are 541330 - Engineering Services and $15 million, respectively. This procurement is a total 8(a) small business set-aside.
All responsible sources may submit a proposal which shall be considered by the agency.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the offeror"s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

This template was revised based on a question received regarding the Program Management Office (PMO).
