Water Wise and Energy Smart (WWES) Program Support (№6609284)

The purpose of this contract is to provide water and energy conservation education and related work support services to the U.S. Army, contractor employees and family members who either work or live on Fort Huachuca, Arizona. Energy efficiency and water conservation support is described as any activity which relates to education on energy and water use reduction, provision of literature or related energy efficiency and water conservation products, submission of service orders, audits or inspections of how energy and water are used, recommendations on reduction in use, and assistance in the planning or execution of energy efficient equipment and landscape renovation projects.

The objectives of the work to be performed under this contract are to coordinate, perform and develop outreach and educational materials to support the Fort Huachuca Garrison in meeting the goals and requirements set by the Energy Independence Security Act (EISA) 2007 and those set forward by the U.S. Fish and Wildlife Service (USFWS) Biological Opinion that Fort Huachuca is bound to. The contractor shall provide all labor, equipment, literature, travel expenses and supplies to perform the services in the solicitation Performance Work Statement (PWS).

PLANNING AND COORDINATING INFORMATION:
This will be a full and open competition, open to all qualified business entities working within North American Industry Classification System (NAICS) 541620.

Proposal turn-in date/time is February 12, 2018 at 1400 hours (2:00 p.m.) Mountain Standard Time. No late proposals will be accepted. Electronic submission of proposals is highly encouraged.

The proposed performance period is a base period from February 20, 2018 through February 19, 2019, with up to four (4) one year option periods for satisfactory or better performance.

A non-mandatory site visit has been scheduled for January 29, 2018 for business entities interested in proposing on this requirement, but are unfamiliar with Fort Huachuca (see solicitation for details). Costs incurred or accrued will not be reimbursed by the Government.

Questions can be asked as needed and answers will be posted to this fbo.gov website (instructions and further details are in the solicitation). Proposals will be completed at offerors own expense (no expense to the Government). The basis for award will be Lowest Price-Technically Acceptable (LPTA).

It is incumbent upon all interested business entities to review this website frequently for any updates/amendments to this solicitation.
