COMBINED SYNOPSIS/SOLICITATION
Hydrogen supply and delivery to the National Weather Service Weather Forecast Office located in Glasgow, MT

(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation.


(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WE133W18RQ0113.


(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96.


(IV) This solicitation is issued as a Total Small Business Set-Aside. The associated NAICS code is 325120. The small business size standard is 1000 employees.


(V) This combined solicitation/synopsis is for purchase of the following commercial services and products:


Line Item 0001 - Provide hydrogen supply and delivery, with cylinder rental, on a monthly basis to the National Weather Service (NWS) at 92 Airport Road, Glasgow, MT 59230, in accordance with the statement of need, for a period of no more than twelve months, or 59500 CF, whichever occurs first.


(VI) Description of requirements is as follows:
See attached Statement of Need within the SF-18 form for complete details.


(VII) Dates and place of delivery and acceptance: 92 Airport Road, Glasgow, MT 59230.
The period of performance shall be 02/01/2018 through no later than 01/31/2019.


(VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (JAN 2017), applies to this acquisition. This is a Lowest Price Technically Acceptable acquisition.


NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.


1. Quotes shall be fully executed and returned on the Standard Form (SF) 18 or your own company quote form.
a) If the quote is not submitted on the SF 18, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
2. Submit quotations to the office specified in this solicitation at or before the time specified in the solicitation. E-mail quotes are acceptable and preferred, and shall be sent to Jen Brown, [email protected].
3. At a minimum the contractor shall provide the following information:
a) Point of contact name, telephone, and e-mail address.
b) DUNS Number



(IX) FAR 52.212-2, Evaluation-Commercial Items, does not apply to this acquisition.


(X) The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, must be completed and included with the quote.


(XI) FAR 52.212-4, Contract Terms and Conditions-Commercial Items (DEVIATION 2017-02), applies to this acquisition.


(XII) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEVIATION 2017-02), applies to this acquisition. The additional FAR clauses applicable to the acquisition are provided in the SF 18 documentation.


(XIII) Additional terms and conditions that apply to this acquisition are detailed in the SF 18 attachment.


(XIV) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply.

Added: Jan 04, 2018 2:30 pm QUESTIONS AND ANSWERS IN RESPONSE TO THIS NOTICE

Question: Can you accommodate 196 CF cylinders (instead of minimum 223 CF/cyl)?
Answer: With 196 CF cyl, we would need deliveries every 3 weeks instead of every 4. This would change the requirement from up to 4900 CF on hand to 3920 CF on hand, equating to 20 cylinders on site. Actual amount of hydrogen used for the period would remain unchanged at 59500 CF maximum. We would not be able to simply store more cylinders on site with 196 CF. Our standard safety directive is to store no more than 15 cylinders on site, but at Glasgow we received a waiver that allows us to store up to 22 cylinders max due to the remoteness of the site. In order to go with 196 cf/cyl and deliveries every 4 weeks, we"d need to store 25 cylinders on site, and that request has been denied by our safety office. Quotes for the smaller cylinder size and more frequent delivery schedule will be accepted and evaluated in accordance with the Lowest Price Technically Acceptable review. If an alternate quote is accepted for award of the contract, the Statement of Need will be updated prior to award to reflect the changes.
