Synopsis: Added: Oct 20, 2017 1:03 pm The Bureau of Engraving and Printing (BEP) has issued an award to KBA-Notasys S.A. to replace obsolete stock items, BEP stock number 2E030504, SEALED CAMERA-LENS MODULE for the NOTASAVE 3 (NS3) cameras and BEP stock number ELP1319, frequency converter, servo unit, PARKER HANNIFIN, for the COMPAX II drives on the Super Orlof Intaglio (SOI) presses located at both the BEP Washington, D.C. (DCF) and Western Currency Facilities (WCF). All of the presses require complete upgrades to the NS3 cameras and the COMPAX III drives in order to properly function. Furthermore, these replacement parts are specific to the SOI presses that were purchased from KBA-Notasys S.A. (KBA).


Under this requirement, KBA will upgrade the current cameras and drives of each SOI press. These upgrades will expand the inspection capabilities of the system by adding more tools for adaptation development and results analysis. KBA shall also provide all hardware, software, material, labor, training, spare parts and warranty needed for these upgrades.

In accordance with FAR 6.302-1 (a)(2)(ii), a justification for other than full and open competition (JOFOC) was issued under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, please see attached.


A Special Notice of Intent to Sole Source announcement was published under BEP-RFI-17-0353 to allow the BEP to identify potential sources capable of fabricating, delivering and installing the Notasave/ Compax III for both BEP Washington D.C. and Western Currency Facilities and to provide interested parties the opportunity to review and comment on a draft Statement of Work with a closing date for comments of 19 January 2017. No responses were received from industry for the Special Notice Intent.
