The National Highway Traffic Safety Administration’s (NHTSA) mission is to reduce deaths, injuries and economic losses resulting from motor vehicle crashes. Within traffic safety the Agency prioritizes occupant protection (including child restraints), alcohol- and drug-impaired driving, speeding, motorcyclist safety, pedestrian safety, older and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety.


NHTSA has established national goals to increase seat belt usage to 89 percent and reduce alcohol-impaired fatalities to 39 percent by 2013. To meet these goals, NHTSA headquarters, the 10 Regional Offices, the States, and our partners must be able to coordinate their activities and work together in a consistent and predictable manner. Law enforcement agencies represent one of NHTSA’s strongest and most important partners, and their participation in enforcement efforts to support the agency’s goals is critical to continued success.


The NHTSA Regional Offices require assistance to secure and coordinate State LEL activities and focus attention on NHTSA national priorities to secure the participation of law enforcement agencies within their States. State and local agencies are key to delivering highly visible and effective enforcement of traffic laws. To accomplish our mission, law enforcement agencies need to become familiar with NHTSA’s priorities and programs and have the ability to seek out and obtain technical support. Regional Law Enforcement Liaisons (LELs) will provide this type of support in concert with the National LEL Program and State efforts for the greatest consistency and continuity of effort.


The overall objective of this is to:



  • Identify a vendor and establish a contract to provide a Law Enforcement Liaison to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the National Law Enforcement Liaison function and State LEL operations.


NHTSA seeks a Contractor to focus attention on NHTSA national priorities within their States, and to increase and strengthen the States’ law enforcement efforts focused on traffic safety.


The anticipated issuance date of the forthcoming solicitation is on or about May 5, 2016. However, it is the Offeror’s sole responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential Offerors will also be solely responsible for downloading their own copy of the solicitation and amendments (if any), as well as other related documents.


This acquisition is being offered for full and open competition. The NAICS Code for the anticipated contract is 541611. Contractors must be registered and complete the electronic representations and certification in the Systems for Award Management Database located at

http://www.sam.gov to be considered for contract award. It is the Government’s intent to award a Time and Material (T/M) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror’s responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about May 5, 2016.


Period of Performance: Base period of thirty-six months (36) months.


Contract Award: The anticipated award date for the resultant contract is expected to be on or about September 2016.
