NASA/JSC plans to issue a Request for Proposal (RFP) for the Research, Engineering, Mission and Integration Services (REMIS) multi-award procurement.
The REMIS functional elements to be performed for this contract include payload Mission Integration and Operations (MI&O), hardware and software design and development, and engineering analyses and services. The MI&O scope of work will consist of science hardware development, science and hardware integration and operations, post-flight operations, and hardware refurbishment. The engineering content will consist of providing engineering products, including Design, Development, Test, & Evaluation (DDT&E) of flight and non-flight hardware and software, build to print hardware, repair, refurbishments, parts buys, and modifications of hardware and software. The contact provides engineering, integration, analyses, prototype development, model development, and testing services to support the ISS Program. This contract will be available for use by other NASA centers or Government organizations for the scope defined.
The Government does intends to acquire goods and services from FAR Part 15 and DOES NOT intend to acquire commercial items using FAR Part 12.
This procurement has a small business reserve.
The NAICS Code and Size Standard are 541712 and 1000 employees, respectively.
All responsible sources may submit an offer which shall be considered by the Agency. The government is not obligated to award a contract as a result of the RFP.
It is anticipated that multiple Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for each Contract Line Item Number (CLIN) will be awarded. Offerors may respond to more than one CLIN.
Potential requirements will fall into one of the following five CLINs:
CLIN 1 Research Firm- Fixed- Price (FFP)
CLIN 2A Engineering FFP
CLIN 2B Parts Purchase FFP
CLIN 3 Research Cost-Plus-Fixed-Fee (CPFF)
CLIN 4 Engineering CPFF
A streamlined evaluation process will be utilized for this procurement. The relative importance of tradeoff evaluation factors are: Past Performance is approximately equal to Cost/Price; Past Performance is significantly more important than Technical/Management; Cost/Price is significantly more important than Technical/Management.
The anticipated release date of the Final RFP is on or about September 7, 2016 with an anticipated offer due date of on or about October 7, 2016. The Technical Library has been updated on the REMIS website at http://procurement.jsc.nasa.gov/remis/ .

This is modification 8 to the synopsis entitled Research, Engineering, Mission and Integration Services (REMIS) acquisition And SOLICITATION NO. NNJ17584385R which was posted on August 15, 2016. You are notified that the following changes are made: The purpose of this modification is to post the Final Request for Proposal. Both Past Performance and the OCI Avoidance Plan are requested by 10/06/2016. The entire proposal is due by 10/20/2016 at 1:30 p.m. Central Time.
