M9703B Wideband Digitizer Upgrade (№2793330)

GRC intends to purchase the upgrade from Keysight Technologies, Inc., 9780 S Meridian Blvd, Englewood, CO 80112-5910.

NASA GRC requires a M9703B Wideband Digitizer Upgrade System to enhance an existing system to enable new communication system testing. Keysight Technologies, Inc. has pioneered the development of the M9703B. Keysight is the original manufacturer and this information is proprietary to them. The upgraded equipment must be compatible with existing Keysight Technologies equipment at GRC. Replacing the original digitizer model from another source will increase long term maintenance costs because it will require a separate service contract. Improper maintenance and repair could also cause extended down-time with a negative and costly impact to NASA Programs.

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures in Far Part 13.

The Sole Source is under the authority of FAR 13.106-1(b)1.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30p.m. local time on 9/5/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
