Description(s):
The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management Office of Procurement Services intends to issue a solicitation for On-Line Legal Research Services "Computer Assisted Legal Research" (CALR) in support of the DOL Office of Solicitor (SOL).
The Government anticipates the award of a single Firm Fixed Price (FFP) contract. The requirement shall be posted under the North American Industry Classification System (NAICS) Code of 519130 - Internet Publishing and Broadcasting and Web Search Portals. The Product Service Code (PSC) for the requirement is D322, IT & Telecommunications - Internet.
The requirement for On-Line Legal Research Services "Computer Assisted Legal Research" (CALR) for the Frances Perkins Building (FPB) and the proposed acquisition will be unrestricted; DOL will use competitive acquisition procedures utilizing competitive procurement under Federal Acquisition Regulations (FAR) Part 15.
Offers will be evaluated and the contract will be awarded based on the evaluation factors and their relative importance that has been stated in the solicitation.
Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of proposals.
The Government anticipates posting Solicitation Number 1605DC-17-R-00014 to the Federal Business Opportunities ("FedBizOpps") website (https://www.fbo.gov/) on or around June 21, 2017.
The date and time for receipt of offers is expected to be July 21, 2017 at 05:00PM EST. The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy / hard copy of the solicitation will be distributed and no solicitation mailing list will be compiled.
All prospective offerors providing proposals to the Federal Government are required to be actively registered in the System for Award Management (SAM) registry with NAICS code 519130 to be eligible for award(NO EXCEPTION). The SAM website can be found at: www.sam.gov.
The Government anticipates that the period of performance for the contract shall be for a base year not to exceed twelve (12) calendar months, with four (4) one-year option periods..

If an offeror maintains a current and up-to-date version of its Representations and Certifications on the System for Award Management (SAM) site, will that suffice?
