Activity Title: Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed)

Pre-Solicitation Release Date: December 21, 2016

USAID/Ukraine contemplates award of a Cost-Plus-Fixed-Fee (CPFF) Completion type contract for a period of five (5) years from the date of award. The total estimated cost is from $10 million - $15 million. The period of performance will tentatively be 2017 through 2022.

The purpose of the Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed) activity is to strengthen the pharmaceutical system in Ukraine to ensure transparency and cost-efficiency for desired health outcomes. This contract will support the ongoing efforts of the Government of Ukraine (GoU) and its civil society partners to transform its healthcare system to effectively meet the needs of its citizens.

The specific objectives of the activity are:

1. Pharmaceutical sector governance strengthened.
2. Pharmaceutical sector financing optimized.
3. Availability and appropriate use of essential medications increased.

Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fbo.gov.

The United States Government, represented by the U.S. Agency for International Development (USAID), Regional Mission for Ukraine, Belarus and Moldova, through the Regional Contracts Office (RCO) in Kyiv is seeking proposals from qualified companies and organizations interested in implementing the “Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed)” Activity as described in this solicitation.


Subject to availability of funds, USAID contemplates award of a five year Cost-Plus-Fixed-Fee (CPFF) Completion contract to implement the “Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed)” Activity.
