Project Information
The U.S. Department of Labor (DOL) seeks the services of a qualified HUBZone Small Business for the Vocational Trades Expansion at the Ramey Job Corps Center in Aguadilla, Puerto Rico
The work includes services for the design and construction of two new buildings to accommodate the expansion of the existing Electrical trade and incorporation of a new Advanced Solar trade, and the rehabilitation of existing facilities to accommodate the expansion of the existing Carpentry trade at the Ramey Job Corps Center. The expansion will total approximately 6000 gross square feet and the rehabilitation will total approximately 2400 gross square feet. The work includes, but is not limited to, miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, connection to all utility lines and site/security lighting.
Period of Performance NTP to Substantial Completion: 490 calendar days NTP to Contract Completion: 520 calendar days

1. Prime Vendor’s Experience/Past Performance
The sub evaluation factors are as follows:
1. Previous Project Experience Similar to this Project’s Size and Scope (At least 3 projects within the last 5 years). Provide location and the project (City, State), the project value, and a brief and concise description of the project scope.
2. Prime Vendor’s Project Superintendent Experience of Projects of Similar Size and Scope (At least 3 projects within the last 5 years).
3. Previous projects performed in comparable weather areas.
4. Safety
· Prime Vendor’s OSHA certification credentials.
Bid Guarantee
A 20% bid guarantee is required for this project. Original bid bonds must be received by the proposal due date or the proposal will be considered nonresponsive. Bid bonds shall be sent to the address on page 1of the solicitation in Block 7. They should be sent to the attention of Bryan Ramso.

Interest in this solicitation announcement is open to all HUBZone type businesses relative to the primary NAICS code 236220 with a Small Business Standard of $36.5 million. The magnitude of this procurement is between $1000000 and $2000000.
