•3. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.
The SKCS 4100 is solely manufactured by Perten Instruments. It is required by Perten that factory-trained engineers are the only ones authorized to work on the equipment. As well as the only source for available for proprietary firmware updates and parts. Since the items for this equipment are custom-designed they are only available from Perten and they do not sell parts or outsource to other vendors to work on their equipment. If a non-Perten source performs maintenance and repairs on the instrument, Perten will void the warranty. In addition, Perten does not allow any third-party access to proprietary information related to the instrument. 5. Technical Expert statement: I have determined that the proposed pricing for this service is fair and reasonable based on my professional and technical knowledge of this service. This is a very specialized piece of equipment. The cost covers parts, labor, and travel.
