Synopsis: Added: Oct 01, 2018 4:14 pm NASA/Johnson Space Center (JSC) has a requirement for the extension of JSC"s Construction Management and Professional Engineering Services (CoMPES) Contract, NNJ13JB49B. This extension will serve as a bridge contract while the follow-on contract strategy is being formulated. This extension will include up to 16.5 months of performance: a base period of 10.5 months (from January 15, 2019, through November 30, 2019), and three 2-month options (through May 31, 2020).


NASA/JSC intends to purchase the services from Gilbane Building Company by other than full and open competition as authorized by FAR Part 6.302-1, Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements. Only Gilbane, the incumbent, has the capability to provide critical support services in the areas of, inspection and field support, contract oversight, and engineering to the JSC Center Operations Directorate during the period while the follow-on contract strategy is being formulated.

The Government does not intend to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 15, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.
