Synopsis: Added: Feb 08, 2018 8:15 am NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD), Norfolk Office, using the procedures set forth in FAR Part 13, intends to negotiate on a sole source basis with Rockwell Automation, Inc., located at 1201 S 2nd St, Milwaukee, WI, 53204, for an Indefinite-Delivery Indefinite-Quantity (IDIQ) firm-fixed price contract for inspection and maintenance services for highly specialized main propulsion and bow thruster systems onboard the NOAA Ships Pisces, Bell M. Shimada, and Rueben Lasker.

The NOAA ships Pisces, Bell M. Shimada, and Rueben Lasker have specially designed motors allowing them to operate as highly effective, ultra-quiet fisheries survey vessels. The propulsion motors on these vessels are specially constructed and balanced to reduce noise and vibration. This special design allows scientists to use hydroacoustic methods for surveying marine life, and significantly reduces changes in the natural behavior of animals owing to the ship noise. In addition, the vessel can collect a variety of oceanographic data while marine life surveys are underway, resulting in more efficiently collected data. This reduced noise signature has improved NOAA"s ability to accurately assess fish stocks and to compare standardized data with the international fisheries scientific community.


In order to maintain and maximize the useful life of these systems NOAA is looking for the OEM to inspect and maintain the vessels" main propulsion and bow thruster systems. This is to include proper function of the motors, drives, and any components that support function of these systems. NOAA intends to award an IDIQ contract with a base ordering year and four subsequent one year ordering periods.


The North American Industry Classification Code (NAICS) for this acquisition is 336611, Ship Building and Repairing, with a business size standard of 1250 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 12:00 PM EST on February 12, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.
