Synopsis: Added: Oct 04, 2018 3:57 pm Through this notice the U.S. Department of Transportation (DOT), John A. Volpe National Transportation Systems Center (Volpe Center), located in Cambridge, MA, is issuing a solicitation for the procurement of up to 21 general purpose railway flatcars with 40-foot length steel decks, a load capacity of 110-tons, and a minimum remaining service of life of 30 years. The gross load on rail shall not exceed 286000 pounds or 71500 pounds per axle. Cars shall be Association of American Railroads (AAR) mechanical designation FM and car type F223 or equal and shall safely negotiate 78-foot horizontal curves. All flatcars shall be delivered to U.S. Navy Base Bremerton, Washington.


This solicitation is being issued using full and open competitive procedures. Interested vendors should see the attached RFQ for details and instructions.


The Volpe Center intends to award one firm fixed price contract as a result of the solicitation. The North American Industry Classification System Code for this project is 336510 "Railroad Rolling Stock Manufacturing". The small business size standard is 1500 employees. THIS IS A REQUEST FOR QUOTATIONS.


The Volpe Center will not pay for preparation of quotations in response to this solicitation and documentation received will not be returned to the sender.


NOTE: The Volpe Center uses electronic commerce to issue requests for quotations and amendments. Paper copies will not be made available. The solicitation and any related documents will be issued on the Government Point of Entry known as FedBizOpps (www.fbo.gov). All contractors must be registered in the System for Award Managment (SAM), located at www.sam.gov, in order to receive an award from a DOT Agency.


Be advised this project may be delayed, cancelled, or revised at any time during the pre-solicitation, solicitation, evaluation, selection, negotiation, and/or final award process.


ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs. The DOT Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750000. the STLP loan has a variable rate, which is connected to the prime rate.
