The Naval Air Systems Command (NAVAIR) awarded Bell Helicopter Textron, Inc. (BHTI) a cost plus fixed fee (CPFF) modification to order N00019-17-F-0545 under Basic Ordering Agreement (BOA) N00019-16-G-0012 for the addition of logistics data supporting the on-going H-1 Aircraft Swashplate Improvement non-recurring effort. This requirement was procured as a change order under FAR 52.243-2, Changes - Cost-reimbursement, and in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency"s requirements. BHTI is the sole designer, developer, integrator and producer of the H-1 aircraft, and are the only known source that possesses the requisite engineering data to successfully provide non-recurring logistics data on the on-going swashplate improvement design effort.
