The U.S. Army Garrison at Fort Wainwright has a requirement to replace boilers, water tank heaters and insulation install in Seward Military Resort Buildings 200300500. The Contractor shall provide all labor, material, equipment, components, mounts, devices, accessories, transportation, and storage as necessary to perfom all work in accordance with commercial practices, industry standards to remove and replace five each boilerstwo hot water tank heaters and install R-38 blown -n fiberglass insulation See SOW for additional requirements.
A site visit will be conducted on 22 August 2018, 10:00 AM AKT at BLDG 2305 Dimond Blvd, Seward, AK. 99664. Failure to attend the site visit listed in FAR Clause 52.236-27 and identify obvious conditions does not constitute a valid claim for differing or unforeseen site conditions.

The magnitude of this project is between $25000 and $250000.00.

52.228-13 ALTERNATIVE PAYMENT PROTECTIONS (JULY 2000) (a) The Contractor shall submit one of the following payment protections: Payment Bond
Irrevocable Letter of Credit (ILC)
(b) The amount of the payment protection shall be 100 percent of the contract price.
(c) The submission of the payment protection is required within 10 days of contract award.
(d) The payment protection shall provide protection for the full contract performance period plus a one-year period.
(e) Except for escrow agreements and payment bonds, which provide their own protection procedures, the Contracting Officer is authorized to access funds under the payment protection when it has been alleged in writing by a supplier of labor or material that a nonpayment has occurred, and to withhold such funds pending resolution by administrative or judicial proceedings or mutual agreement of the parties.
(f) When a tripartite escrow agreement is used, the Contractor shall utilize only suppliers of labor and material that signed the escrow agreement.

**INSTRUCTIONS TO OFFERORS**
(a) Submitting your quote. Submit/fill in offeror amount/company"s quote on the SF 1442, page 3, section B electronically to [email protected]. You may submit more than one quote. If you do, we will evaluate each separately.
(b) Submission deadline. We must receive your quote at the e-mail address above by SF 1442, 28 Aug 2018 close of business is 4:30 PM AKT. We will not consider any quote that we receive after the deadline.
(c) Terms and content of your quote. Your quote must be based on the terms of this request for quote (RFQ). We may reject any quote that is not based on these terms in every respect.
(d) Evaluation procedures. The Contracting Officer will consider past performance as well as price when making a decision for award. Award may be made to other than the lowest priced offeror if upon review of past performance information it is determined to be in the best interests of the Government. FAR 13.106-2(b) allows for the evaluation of price and other factors to include a review of PPIRS or any other reasonable basis which includes a FAPIIS, SAM, & EPLS review. All eligible offerors are evaluated on Lowest Price after a PPIRS, FAPIIS, SAM, and EPLS review to exclude those with negative past performance.
(e) Site visit: Failure to attend the site visit listed in FAR Clause 52.236-27 and identify obvious conditions does not constitute a valid claim for a differing or unforeseen site condition.
