Track Changes The United States Section of the International Boundary and Water Commission (USIBWC) plans to issue a solicitation for the Ocean Outfall Sampling and Monitoring Program for the South Bay International Wastewater Treatment Plant (SBIWTP).
The Contractor shall provide all labor, material, supervision, management, overhead, O&M and other resources required to perform Water Quality Sampling, Analysis Monitoring, Benthic Monitoring, and Fish Monitoring for the wastewater discharge to the Pacific Ocean through the South Bay Ocean Outfall in San Diego, California. The Contractor shall also provide all the laboratory services, data interpretation, trend analyses, and reporting required for the sampling monitoring program. The monitoring program shall be in compliance with National Pollutant Discharge Elimination System (NPDES) Permit No: CA0108928, Order Number: R9-2014-0009 as amended by order nos. R9-2014-0094 and R9-2017-0024, and with the California Regional Water Quality Control Board (CRWQCB) Monitoring and Reporting Program as outlined in the permit. Familiarity with the permit is critical to the success of the program and will be a requirement of the contract.

The work is located in San Diego County, California. The work will be performed under NAICS Code 924110.

The period of performance is as follows:

Base Year: October 1, 2018 - September 30, 2019
Option Year I: October 1, 2019 - September 30, 2020
Option Year II: October 1, 2020 - September 30, 2021
Option Year III: October 1, 2021 - September 30, 2022
Option Year IV: October 1, 2022 - September 30, 2023

The solicitation and SOW are expected to be posted on or about July 6, 2018 (this is a target date which may slip or change; if the solicitation is not posted on Federal Business Opportunities by July 6, 2018 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days.
